Liberty HSC has operated since 2014. Our organisation has grown from providing advocacy, including Relevant Person’s Representative support for people subject to Deprivation of Liberty Safeguards, Best Interests Assessor services, rights-based reports to determine whether a person meets the criteria and whether it remains in their best interests to be deprived of their liberty, and Lasting Power of Attorney support for solicitors and members of the public, into a specialist, rights-based social work consultancy.
Our consultancy remains focused on the person and is shaped around wellbeing, dignity, independence, safety, choice, control and the person’s own goals. Recognising that no two people’s needs or experiences are the same, Liberty HSC’s dedicated advocates and case managers work alongside the person, their family and the professionals involved to understand what matters most, recognise strengths and informal support, prevent risks from escalating where possible, identify unmet needs at an early stage and develop lawful, proportionate plans that promote wellbeing, dignity, independence and meaningful participation.
Liberty HSC’s strength lies in its ability to work locally, know the people it supports and provide holistic advocacy, case management and expert evidence for individuals and families navigating complex care, rehabilitation, mental capacity, safeguarding, funding and legal matters.
Our approach focuses on the whole person, ensuring that their wishes and feelings remain visible, their relationships with others are supported, and their strengths are recognised.
Liberty HSC operates within the East Midlands, enabling us to provide responsive, locally informed support to the people, families and professionals we work with. An initial consultation is provided free of charge and, where Liberty is not the right service, we will offer free signposting to appropriate support wherever possible. Any fees or charges are discussed clearly from the outset, so individuals, families and instructing professionals understand the likely costs before deciding whether to proceed.

- Care needs assessments across Leicestershire and the surrounding areas, including independent assessment of health, social care and home safety needs.
- Support with NHS CHC, local authority funding, assistive technology and occupational therapy referrals, and care planning to help people remain safe at home.
- Advocacy for people in care settings or at home to help ensure care is proportionate, supports best-interests discussions and assists with appeals against care or funding decisions.
- Providing independent evidence to support Lasting Power of Attorney, deputyship and Court of Protection decision-making, including where capacity to manage finances needs to be considered.
